Legislative Decree 190/2010, with which Italy has implemented the Marine Strategy Framework Directive 2008/56/EC, requires that the Ministry of the Environment provides for the preparation and publication of information relating to the various stages of implementation of the decree. It is also requested that such information is subject to public comments.
The public consultation is part of a broader regulatory framework at Community level, which guarantees the right of access to information and public participation in decision-making processes relating to the environment, protecting the right of every person to live in an environment that ensures health and well-being (Article 1 of the Aarhus Convention of 25 June 1998). The purpose of the public consultation is to involve the public and "stakeholders" in the process of implementation of the Marine Strategy.
The proposed events are aimed to illustrate the technical aspects of monitoring programs established by the Ministry of Environment within specific working groups composed of both technical subjects and representatives of the central government in order to collect any information, suggestions, comments from "stakeholders." The observations and results that will emerge from the debate will be assessed.
