Monitoring 2010

The Territorial Planning Sector - of thte Department of Nature Protection, in collaboration with the Department of City and Territory of the University of Palermo, carried out an initial survey at national level, on the state of implementation of the concept of ecological network in the ordinary planning, with particular attention to the Territorial Plans of Provincial Coordination. The intent is also to make such planning tools more pragmatic, convergent and effective.


At the same time it was realized an analysis of the regional legislation, both because it is entrusted with the delimitation of SIC and ZPS and the Natura 2000 network planning, and also because it is the smallest territorial unit that can legislate in this area.

The results of the study were published in the Report ISPRA 116/2010:
"Ecological networks in the ordinary planning- First national census of the tools at the local level."
Data collection was also helpful to build the indicator "Transposition of the ecological network in the ordinary planning," published in the
Environmental Data Yearbook - Editions 2009 and 2010.


ISPRA continues the work by providing a two yearly monitoring, which will also investigate the different ways, not always correct, to build the various planning tools starting from the ecological network concept. It is indeed clear the need for a standardization of the implementation of these concepts. Without a commitment in this sense, the ecological network hardly will result in an improvement of the planning and in the safeguard of the biological diversity.
