ISPRA and Coast Guard: Coordination Committee Established for the Protection of the Marine and Coastal Environment
On March 30, the Coordination Committee established under the Memorandum of Understanding between the Institute for Environmental Protection and Research (ISPRA) and the General Command of the Corps of Port Authorities – Coast Guard was formally set up at the headquarters of the Coast Guard’s General Command. The agreement was recently signed with the aim of promoting and monitoring institutional cooperation activities between the parties.
The Committee, composed of representatives from both Administrations, serves as an operational tool for implementing the Protocol, thereby fostering coordination between the central level and local branches, while also enhancing their respective specificities and technical, scientific, and operational expertise.
During the inaugural meeting—held in the presence of the Deputy General Commander, Inspector Admiral Vincenzo Leone, the heads of the General Command’s staff offices, and the Maritime Directorates connected remotely—the central importance of interinstitutional cooperation was emphasized as an essential driver for the protection of the marine and coastal environment. This includes the development of shared projects and the integration of professional expertise across the territory.
Particular attention was given to the development and strengthening of information-sharing systems, which are crucial for the collection, processing, and analysis of environmental data, as well as for supporting decision-making processes, including predictive approaches and emergency management.
The main lines of action identified include:

strengthening monitoring activities of the marine and coastal environment, also through the use of advanced technologies;

systematizing and sharing environmental data among the involved Administrations;

developing joint activities in the fields of prevention and response to environmental emergencies at sea;

supporting activities in Marine Protected Areas and enhancing surveillance actions;

promoting training initiatives and technical-operational exchanges among personnel.
During the meeting, the role of the National System for Environmental Protection and the Regional Agencies (ARPA) was also highlighted, as they are called upon to make a significant contribution to the monitoring network and the integrated management of environmental information.
The Committee, which will operate on a regular basis, will ensure the monitoring of the Protocol’s implementation and the definition of subsequent operational agreements, with a view to continuous improvement and the progressive strengthening of synergies between ISPRA and the Coast Guard.
This initiative is part of a broader framework of policies aimed at protecting and enhancing the marine and coastal environment—an asset of strategic importance for the country—also in light of the challenges posed by climate change and increasing anthropogenic pressure on coastal areas.
