Law No. 132/2016, which established the National System for Environmental Protection (SNPA), identifies among its institutional functions the monitoring of environmental effects associated with the implementation of infrastructure projects of national and local interest.
For the implementation of the projects listed in Part II of Legislative Decree 152/2006 and subsequent amendments, project proposals must undergo an Environmental Impact Assessment (EIA) procedure through the preparation of an Environmental Impact Study (EIS). This study includes the Environmental Monitoring Plan (EMP) for the potentially significant and negative environmental impacts deriving from the construction and operation of the project.

OBJECTIVE OF THE GUIDELINES
The Guidelines (GLs) subject to this consultation define the criteria and technical contents for the preparation of the Environmental Monitoring Plan (EMP) for projects subject to the Environmental Impact Assessment (EIA) procedure.
The aim of the Guidelines is to provide project proponents with clear and consistent instructions for the preparation of the EMP, promoting technical harmonization across the national territory and facilitating the comparison and reuse of monitoring data.
The Guidelines are general in nature and apply to all types of projects listed in the annexes to Part II of Legislative Decree 152/2006. Potential users of the document, in addition to project proponents, include the institutions and authorities involved in evaluating Environmental Monitoring Plans.
Within the Guidelines, the content is structured into two sections:

Participation in the Consultation and Submission of Contributions
This public consultation aims to collect comments and proposals from interested stakeholders.
Contributions should be clearly formulated and properly justified, making reference, where possible, to technical evidence or best practices. In addition to submitting comments, participants are encouraged—whenever possible—to propose specific amendments to the text.
In the form provided, participants must indicate the chapter, paragraph, and page number to which the comment refers. For general observations, the number 0 may be entered in the “chapter” field.
