SNPA contributes to the implementation of the National Climate Change Adaptation Plan

The National System for Environmental Protection (SNPA) has selected the experts who will join the National Observatory on Climate Adaptation. Established under the Ministry of the Environment and Energy Security, the Observatory is tasked with providing multi-level guidance and coordination for the implementation of the National Climate Change Adaptation Plan (PNACC), as well as defining intervention priorities, updating actions, and identifying funding sources.

Participants in the work include technical experts and researchers from the various components of the SNPA, ranging from ISPRA to the regional environmental protection agencies (ARPAs).

The National Climate Change Adaptation Plan (PNACC), approved in 2023, outlines over 300 concrete measures—drawing on data from the SNPA—to tackle extreme events such as floods, droughts, heatwaves, and coastal erosion.

With the establishment of the National Observatory on February 24, 2026, the Plan shifts from the strategic phase to operational implementation, supported by a multi-level governance framework that coordinates ministries, the Civil Protection Department, regions, ANCI, and other local authorities.
