Initiative for Climate Action Transparency (ICAT)

Funds from donor bodies, including the Ministries of the Environment of Italy and Germany, and the Children's Investment Fund and ClimateWorks foundations, are transferred and managed by the United Nations Office for Project Services (UNOPS), which redistributes them to the different agencies that implement the project's activities.

The project, through the development of guidelines, training and knowledge-sharing activities, aims to  help countries build capacity to adopt common methodologies to measure the effects of their policies and report progress publicly.

Ispra, responsible in Italy for the reporting and accounting of greenhouse gas emissions and removals under the UNFCCC and the Kyoto protocol, has been selected as an implementation agency and since September 2018 is part of the project. Together with UNEP – DTU, co-partner in the activities, Ispra will share its knowledge, conducting training activities addressed to the main stakeholders of the beneficiary countries, in particular ministries and agencies responsible for the communication of data to the UNFCCC and ministries and bodies responsible for implementing policies and measures and mitigation actions. The 12 the countries identified are: Sudan, Ethiopia, China, Maldives, Vietnam, Argentina, Botswana, Belize, Bahamas, Belarus, Tunisia, Iran.

The training activities will focus on the methodologies to be applied for the estimation of greenhouse gas emissions, on the planning, evaluation and reporting of policies and mitigation measures, and on the evaluation of the institutional arrangements necessary to ensure compliance with the  commitments under the Paris Agreement.

The core point of the project is the direct participation and involvement of the stakeholders of each country with the goal to improve the accessibility and quality of data and enable countries to promote efficient and cost-effective policies to reduce greenhouse gas emissions, and promote sustainable development.
