Water4All project at UNEA-7

Seventh Session of the United Nations Environment Assembly - UNEA-7 (Nairobi 8-12 December) “Advancing sustainable solutions for a resilient planet”

The Italian Institute for Environmental Protection and Research (ISPRA) took part at the Seventh Session of the United Nations Environment Assembly (UNEA-7) held in Nairobi from 8th to 12th December 2025. UNEA is the world’s highest decision-making body on the environment and at its seventh session gathered more than 6000 people from 170 countries. The Assembly adopted a Ministerial declaration, 7 decisions and 11 resolutions on several topics and confirmed to be a valuable platform for Water4All to build cooperation and new opportunities. Strengthening international cooperation is one of the core pillars identified by Water4All partnership which represents an opportunity for the development of a strategic research and innovation agenda.

Within UNEA-7 on 8th December Stefania Minestrini from the Italian Institute for Environmental Protection and Research (ISPRA) on behalf of the Water4All partnership, presented the Water4All project at the side event “Flow Forward: Transboundary water cooperation to restore and sustain water ecosystems from source to sea”. This event was organised by IUCN (International Union for Conservation of Nature), with the European Union, UNECE, Slovenia and Finland and it was attended by more than 50 people.

During interactions and discussions of panellists with the public, Stefania Minestrini (ISPRA) made an announced intervention to raise attention on the Water4All partnership.

She started with an overall introduction of the project, as a contribution to the achievement of SDG 6 - Clean Water and Sanitation, to the delivery of knowledge, tools and methodologies to support water management and planning and also to enhance participation of citizens and local people. During her intervention she delivered several key messages stressing the importance of having well informed science-based decisions to implement sustainable, inclusive, adaptive and integrated water management and the importance of international cooperation in addressing transboundary water management.

She highlighted the Water4All activities in support of the European Commission Water Resilient Strategy, mentioning the position paper recently developed by partners. She also emphasized the role of Water4All partnership as an opportunity to enhance cooperation and research.

 She had specific bilateral meetings, and she carried out networking activities with key stakeholders in Kenya such as the Italian Agency for International Cooperation (AICS), the University of Nairobi with members of the Library and Information and representatives from the Executive Office of the Kenyan President. A specific meeting was set up with UNEP (United Nations Environment Programme) to consolidate the relationship and decide concrete steps for the development of a Memorandum of Understanding (MoU) between Water4All Partnership and UNEP. She also met the Director and several members of WAFLAK – Water for Life Alliance Kenya, an NGO involved in research and innovation projects to ensure access to adequate clean water and proper sanitation through education, information and public awareness. Furthermore, being ISPRA part of the Italian delegation to UNEA-7, and co-organizer with UNEP of the high-level event on the implementation of the Global Data Strategy, she met the Italian Ambassador in Kenya S.E. Vincenzo Del Monaco who intervened as speaker.  During the high-level event she had the opportunity to illustrate him the Water4All project.   

 Within the implementation of the Water4All international strategy, ISPRA is now working on the follow-up of these networking activities for strengthening cooperation with Kenyan representatives and UNEP.
