National Inventory Document 2026. Italian Greenhouse Gas Inventory 1990-2024

The document presents Italy’s official reporting of greenhouse gas emissions and removals, submitted to the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. This document is also submitted to the European Union in accordance with the “Governance of the Energy Union and Climate Action” Regulation.

In addition to submitting their annual national emissions inventory, all Parties to the Convention are required to provide a comprehensive methodological report, known as the National Inventory Document. This report outlines the estimation methods used, the underlying data sources, and the emission factors applied, as well as the Quality Assurance/Quality Control (QA/QC) procedures governing the inventory.

In 2024, Italy’s greenhouse gas emissions declined significantly, falling by 30% compared to 1990 levels and by 3.6% relative to 2023. Total emissions amount to just over 363 million tonnes of CO₂ equivalent, excluding emissions and removals associated with land use, land-use change, and forestry.

This reduction is largely driven by the growing adoption of renewable energy, especially hydropower and wind, alongside improvements in energy efficiency and the ongoing shift from more carbon-intensive fuels to lower-carbon alternatives.
