Disaggregation of the national emissions inventory at the provincial level
The report describes the activity of provincial-level disaggregation of air pollutant and greenhouse gas emissions estimated in the ISPRA national emissions inventory, carried out using a top-down approach for the years from 1990 to 2023.
The estimates, developed down to the level of individual activities where possible, are based on a large database (over 2.79 million records) built through the collection and processing of demographic, economic, production, and territorial indicators, integrated with data from national registers such as Emissions Trading, E‑PRTR, and LCP. The study made it possible to estimate emissions for all 107 Italian provinces (as of 2023), highlighting the thirty-year evolution of emission pressure and providing useful knowledge support both for local air quality management and for analyses at a broader scale. The use of consistent criteria and data sources ensures the comparability of the estimates; methodologies, assumptions, and results are summarized in approximately 300 analytical sheets included in the report.
