National Greenhouse Gas Inventory Sistem in Italy. Year 2011

The document describes the National System for the preparation of the national emission inventory. This system, required under the Kyoto Protocol, was established at a national level by Legislative Decree 51/2008. As stated in the decree, ISPRA (ex APAT) is responsible for the implementation of the national inventory and the updating of the National System document which describes the system implemented under the United Nations Framework Convention on Climate Change (UNFCCC), the Monitoring Mechanism of Greenhouse Gases of the European Union and the Kyoto Protocol to carry out the national emission inventory. The document outlines roles and responsibilities of the institutional bodies involved in the preparation, main sources of information, systems and procedures for quality control checks as well as references to national legislation. This document is reported annually by ISPRA to the Italian Ministry for the Environment and the Protection of Land and Sea together with emission estimates and documentation describing the estimating methodologies and the trends of emission series.
