Greenhouse gas emissions in Italy: reduction targets and emission scenarios. Edition 2026

The report outlines Italy’s emissions profile from 1990 to 2024, highlighting ongoing trends and identifying the key factors that influence the evolution of greenhouse gas emissions.

Emission scenarios with a horizon to 2030 and 2055 are also presented, considering both the reference scenario (with current policies) and a scenario incorporating additional measures. Under the Effort Sharing Regulation, the reference scenario shows that Italy is unlikely to meet the required emissions reduction target (-43.7% by 2030 compared to 2005 levels). An additional scenario, which includes the additional reduction policies identified in the Integrated National Energy and Climate Plan (PNIEC), still reveals a gap with respect to the annual reduction targets set by the Effort Sharing Regulation for the 2021–2030 period.

For the LULUCF sector, according to the reference scenario, the climate neutrality target for 2025, as set by the LULUCF Regulation, can be achieved; By 2030, net removals in the sector are projected to reach -42.8 MtCO₂eq, thereby exceeding the target of -35.8 MtCO₂eq.
