URBES

URBan mining and Extractive waste information System
The Project is funded by NextGenerationEU resources under Mission 7 ‘REPowerEU’, Investment 8.1 ‘Sustainable, circular and secure supply of critical raw materials’, for which the Central Government Administration acting as both the responsible authority and implementing body is the Ministry of the Environment and Energy Security (MASE).
Mission 7 ‘REPowerEU’ of the NRRP aims to support the productive system by providing concrete implementation of the ecological transition, reducing dependence on fossil fuels and promoting the use of renewable energy sources. The main objective is to ensure energy security, accelerate the green transition, and address the challenges related to climate change, also in light of the provisions of Regulation (EU) 2024/1252, the so-called ‘Critical Raw Materials Act’ (CRMA), which establishes a framework to ensure a secure and sustainable supply of critical raw materials.
The project aims to identify information relating to three areas of critical minerals derived from waste: mining waste, quarry waste, and urban waste.
The main objective of the project is to ensure energy security, accelerate the green transition, and address the challenges related to climate change, also in light of the provisions of Regulation (EU) 2024/1252, the so-called ‘Critical Raw Materials Act’ (CRMA), which establishes a framework to ensure a secure and sustainable supply of critical raw materials. Within this Mission, Investment 8.1 ‘Sustainable, circular and secure supply of critical raw materials’ предусматриes the implementation of recovery and recycling activities for critical raw materials, thereby strengthening the related value chains.
Access to data from the URBES Platform is provided through the developed WebGIS, which delivers structured geospatial data compliant with relevant standards for the identification and analysis of mining waste deposits (potentially containing critical raw materials) and Urban Mining sites. The data structure is defined within a Geodatabase implemented in PostgreSQL/PostGIS format and follows a data model compliant with EU directives, meeting the technical and data specifications of the INSPIRE Directive through the use of the extended M4EU model.
The URBES platform was developed with funding from the National Recovery and Resilience Plan (NRRP) – Mission 7 ‘REPowerEU’, Investment 8.1 ‘Sustainable, circular and secure supply of critical raw materials’. The Central Government Administration acting as the responsible authority and implementing body is the Ministry of the Environment and Energy Security (MASE), while management and further development are entrusted to ISPRA
