ISPRA researcher confirmed as chair of IMPEL
ISPRA is pleased to announce the re-election of Marco Falconi as chair of the IMPEL network (European Network for the Implementation and Enforcement of Environmental Law) for a new two-year term — an important institutional achievement that confirms the trust and appreciation expressed by the network’s member states.
The IMPEL General Assembly unanimously approved his candidacy on 2 December, with all 38 participating countries voting in favor, acknowledging the quality of the work carried out during his previous mandate and Italy’s decisive contribution to strengthening European cooperation on the implementation and enforcement of environmental legislation.

This reconfirmation comes at a particularly significant moment for the European Union, marked by the approval of new directives such as the Soil Monitoring and Resilience Directive (Dir. 2025/2360) and the Environmental Crime Directive (Dir. 2024/1203), which introduce ambitious objectives and important operational challenges for all Member States in the coming years.
IMPEL is a European network of public authorities engaged in the implementation, enforcement, and inspection of environmental law. It brings together more than 59 bodies from 38 countries with the goal of improving the effectiveness of environmental controls, harmonizing approaches among States, developing common tools, and promoting the exchange of technical and operational experience. Through thematic working groups, multidisciplinary projects, and training activities, the network plays an essential role in strengthening the capacity and know-how of its members.
IMPEL has a portfolio of 50 projects with an overall budget of 5 million euros for the 2025–27 period, including initiatives on new strategies for environmental inspections using geospatial data, the use of artificial intelligence, remediation technologies, and the use of sludge in agriculture, just to name a few. Italy participates actively in the IMPEL network through ISPRA, AssoArpa, the Ministry of the Environment and Energy Security, and the Single Commissioner for the remediation of landfills and contaminated sites, contributing expertise, technical skills, and a constant presence in the projects of the five Expert Teams: Water and Land, Nature Protection, Waste and Transfrontier Shipment of Waste, Industry and Air, and Cross Cutting.
The re-election of Marco Falconi brings prestige to ISPRA, to the national environmental agency system, and to our country, strengthening Italy’s international visibility and consolidating its role as a key player in the environmental field. This mandate will further enhance the work carried out daily by Italian institutions and will offer new opportunities for the proper implementation of environmental regulations at both national and European level.
