Marine and Coastal Pollution: An Integrated Response

Workshops on Level 2 Emergency Management

Within the framework of an agreement between the Ministry for the Environment and Energy Security (MASE) and ISPRA, a project has been launched to further examine the operational synergies arising from the “MiTE Anti-Pollution Plan” and from national and local contingency planning frameworks. The project focuses on response procedures, both at sea and along the coastline, in the event of accidental pollution caused by spills of petroleum products and Hazardous and Noxious Substances (HNS).

The 2022 update of the National Contingency Plans laid the foundation for strengthening cooperation among the various institutions involved, while also providing for dedicated training and preparedness activities for personnel engaged in emergency response operations.

Within this framework, a series of meetings will be held over three days (see attached program), with the objective of increasing awareness among local authorities—including the Coast Guard, Prefectures, Regional Civil Protection Authorities, Fire and Rescue Services, and Regional Environmental Protection Agencies (ARPAs)—of their respective roles in managing a Level 2 emergency response. The initiative aims to foster an integrated sea–shore response approach, encouraging effective collaboration among operational stakeholders and decision-making bodies, in accordance with the provisions set out in the Local Operational Plans (POLs) and higher-level contingency plans.
