Third General Assembly of the Horizon AVENGERS Project
On April 13–14, 2026, the third General Assembly of the Horizon AVENGERS project took place at ISPRA. The project started on January 1, 2023, and is scheduled to conclude on December 31, 2026.
The project aims to reconcile annual greenhouse gas emissions estimated in national inventories, within the framework of the UNFCCC Convention and the Paris Agreement, with top-down estimates derived from modeling activities based on in situ and remote observations. The ultimate goal is to improve the attribution of greenhouse gas and aerosol sources and fluxes, as well as to reduce the uncertainties associated with the two approaches. A central element of the project is the dialogue and exchange between the inventory and atmospheric modeling communities: the meeting provided an opportunity for fruitful discussion between these two communities and helped guide the dissemination of the project’s results.

The event was attended by around thirty representatives from the 13 project partners, coming from six countries. Among them were three institutions responsible—like ISPRA—for the annual estimation of national greenhouse gas inventories: the German Environment Agency (UBA), the Swedish University of Agricultural Sciences (SLU), and the National Institute for Public Health and the Environment (RIVM).
The partnership is completed by: Lund University, Heidelberg University, the Euro-Mediterranean Center on Climate Change, the Netherlands Organisation for Applied Scientific Research, the Integrated Carbon Observation System, the Swiss Federal Laboratories for Materials Science and Technology, Vrije Universiteit Amsterdam (VU), and the Cyprus Institute.
