Analysis of the resources of the Agency System in relation to the implementation of the Reach Regulation

The document reports the result of the survey about the resources in the Italian Environmental Agency System useful for the purpose of the national implementation of the REACH Regulation in order to define a coordinated response to the obligations relating to chemicals and also with the objective to bring out the potential of the system.

The survey focused primarily on laboratory activities to support REACH enforcement into the system of official controls. Given the importance that the REACH regulation assigns it, another issue of survey was the capacity with regard to alternative test methods instead the use of vertebrate animals. The survey also explored the skills relevant in the chemical safety assessment, the need for training and educational/information initiatives already in place in the Agency System.

19 of the 22 Environmental Agencies answered the survey. The result reveals significant capacity and potentiality in all examined issues, particularly in the area of controls, which is one of the most important tasks of REACH at national level.
