Towards a Monitoring & Evaluation framework for international environmental cooperation: the Italian Ministry of Environment and Energy Security as a case-study
The present publication titled "Towards a Monitoring & Evaluation framework for international environmental cooperation: the Italian Ministry of Environment and Energy Security as a case-study", is the result of an operational agreement between ISPRA and the Italian Ministry of Environment and Energy Security (IMEES) signed in 2021.
This volume is a response to IMEES’s need to streamline and standardize processes and methods in managing its international environmental cooperation projects. The Technical Document offers a rigorous and versatile toolbox for Monitoring-Evaluation-Accountability-Learning (MEAL) activities. At the heart of the joint work are the library of performance monitoring indicators and the evaluation models aligned with international practices.
The document serves as a methodological guide useful for improving the management of project life cycle and supporting result-based decision-making processes. Its application aims to promote effectiveness, efficiency, transparency and accountability in the use of public resources and to maximize the impact of interventions for the protection of the environment, climate and beneficiary communities. It aims at supporting the achievement of the objectives of the Rio Conventions on biodiversity, climate change, and combating desertification, as well as the Sustainable Development Goals of the 2030 Agenda.
