Thirty Years of the Framework Law on Noise Pollution: Assessment and Perspectives

In 2026 marks the thirtieth anniversary of the entry into force of Law No. 447 of 26 October 1995, the “Framework Law on Noise Pollution,” a milestone in Italian environmental legislation.

Over these three decades, the law has made it possible to build a system of prevention and control, promoting increasing public and institutional awareness of noise pollution issues.

Thanks to its innovative structure, a large part of the national territory is now equipped with operational tools such as:

  • acoustic zoning,
  • municipal regulations,
  • remediation plans,
  • environmental noise impact assessments.

However, after thirty years, new challenges have emerged. The regulatory framework has become more complex, technologies and lifestyles have changed, and new noise sources require updated tools and approaches.

The event aims to reflect on the results achieved and to explore future perspectives for improving the management and regulation of noise pollution in Italy.
