The twenty-seventh edition of the Municipal Waste Report will be presented on December 11th in the Multipurpose Hall of the Presidency of the Council of Ministers in Rome. This report provides data updated to 2024 on the production, separate waste collection, management, and import/export flows of urban waste and packaging at the national, regional, and provincial levels.

The document, developed by ISPRA's National Center for Waste and Circular Economy with the contribution of local environmental agencies, offers a comprehensive and objective framework to support legislators in guiding policies and interventions, monitoring their effectiveness, and introducing any corrective measures.

The report also includes monitoring the costs of urban waste services, the application of the tariff system, and a review of the implementation status of territorial planning updated to 2024.

The annual report of the parliamentary commission of inquiry into illicit activities connected to the waste cycle and other environmental and agri-food offenses was held today at the Chamber of Deputies. 85 hearings have been held so far by the parliamentary commission of inquiry on illicit activities connected to the waste cycle and on other environmental and - this is a recently introduced area - agri-food offences. In detail, 71 hearings were held at the institutional offices of Palazzo San Macuto and 14 at the Prefectures of the local areas where the members were on mission. This was reported by Jacopo Morrone, president of the commission established in this legislature, while illustrating the annual report to the Chamber.

More than 200 indicators from the ISPRA environmental indicators database have been updated, the objective is to promote greater environmental awareness and involve the scientific community, in particular that of environmental statistics and information, in the crucial environmental issues of our time.

The database of environmental indicators, organized into 39 environmental themes, with over 300 indicators (ISPRA core set), is the most complete collection of statistical data and information on the state of the environment in Italy created and managed by the Institute for the Protection and Environmental Research (ISPRA) in collaboration with regional agencies and autonomous provinces within the National System for Environmental Protection (SNPA).

The indicators, classified under Environmental Themes, are structured in sheets containing descriptive information (metadata) such as, for example, the objectives to be achieved, the assessment of the state, the trend and data represented with graphs, tables and maps.

Municipal waste: production increased by 0.7% in 2023, separate collection at 66.6%

In the economic scenario of last year, with the Gross Domestic Product increasing by 0.7%, the national production of urban waste, after the decline of the previous two years, stood at almost 29.3 million tonnes with an increase of 0. 7%.
This is what emerges from the latest edition of the ISPRA Urban Waste Report, presented today in the presence of the Deputy Minister for the Environment and Energy Security Vannia Gava.
As regards separate waste collection, an overall national value of 66.6% was recorded, with percentages of 73.4% in the North, 62.3% in the Center and 58.9% in the South. Overall, almost 71% of Italian municipalities have achieved a percentage of separate waste collection greater than 65%.

As regards treatment and management, the recycling percentage of urban waste stands at 50.8%, up compared to the previous year (49.2%), above the 50% objective set by the legislation for 2020 (by 2030 the objective is much more ambitious and equal to 65%).
The overall municipal waste disposed of in landfill represents 15.8% of the municipal waste produced, standing at 4.6 million tonnes, down compared to the 5.2 million tonnes in 2022.

The new edition of the ISPRA Report is online

In 2022, the conflict in Ukraine and the energy crisis negatively affected the Italian economy, causing a reduction in the production of waste from economic activities compared to 2021. Industrial, commercial, artisan, service, waste treatment and environmental remediation activities they generated a total of 161.4 million tonnes of waste from economic activities, recording a decrease of 2.1%, equivalent to over 3.4 million tonnes less compared to the previous year.

From the data collected in the latest Special Waste Report, now in its twenty-third edition, it is noted that once again it is the construction and demolition sector - with almost 80.8 million tonnes - that with the greatest total production of special waste, competing for 50% of the overall production.

Non-hazardous waste, which represents 93.8% of the total waste produced, fell by 2.7 million tonnes (-1.8%) and hazardous waste followed the same trend, decreasing by almost 680 thousand tonnes (-6, 4%). The overall figure sees non-hazardous special waste amounting to 151.4 million tonnes and dangerous waste to almost 10 million tonnes.

It is the manufacturing sector that has the greatest impact on the production of hazardous waste with 37.3%, corresponding to 3.7 million tonnes.

Thirty years after the first Ecomafia Report, on 11 July the version updated to 2024 of the Legambiente Report will be presented, which recounts the numbers of environmental crime in Italy.
