The JRC conducts research in sustainability, resource scarcity, and climate change, carries out studies on Early Warning Systems for tsunamis, manages the Global Disaster Alert and Coordination System, and undertakes studies on safety, climate adaptation, and building and transport infrastructure.

ISPRA, among other activities, conducts research, monitoring, and assessment in the environmental field, focusing on the protection of water, air, soil, subsoil, marine and terrestrial biodiversity, and related crops, as well as the conservation of nature and wildlife.

Within this context of expertise, the Memorandum aims to define the overall framework of this collaboration in terms of general framework, technical areas, and procedures for formal agreements, detailing the specifics of the collaboration and identifying a list of environmental topics for which some general themes and specific subjects have been highlighted.

As a first step, priority has been given to three topics: Artificial Intelligence, Soil, and Water/Ocean and Blue Economy, for each of which expert groups have been appointed and initial interactions have taken place.
