On October 28, 2025, in the Sala della Regina of Palazzo Montecitorio in Rome, a national event will be held to jointly present three major reports on the state of the environment: Europe's Environment 2025 (European Environment Agency), State of the Environment in Italy 2025: Indicators and Analysis (ISPRA), and the SNPA Environment Report 2025 (National System for Environmental Protection).

The event will offer an integrated and up-to-date overview of key environmental dynamics, from the European, national, regional, and autonomous provinces perspectives.

The three reports present data, indicators, and analyses that enable us to understand current trends, identify emerging critical issues, and understand the responses adopted in different contexts.

These are essential tools for providing the scientific community, institutions, and citizens with reliable and comparable information capable of guiding future decisions towards sustainability. Not just a snapshot of the state of the environment, but also a thoughtful reflection and a solid basis for discussion on the priority challenges to be addressed.

Three complementary perspectives will offer a coherent and authoritative vision of the state of the environment in 2025.

Despite significant progress in reducing greenhouse gas emissions and air pollution, the overall state of the environment in Europe is not good, particularly with regard to nature, which continues to suffer from degradation, overexploitation, and biodiversity loss, as well as from the acceleration of climate change, which poses an urgent challenge.

These are the conclusions of the Report Europe's Environment  2025, published today by the European Environment Agency (EEA). The report provides the most comprehensive analysis of the current state and outlook for the environment, climate, and sustainability on the continent, based on data from 38 countries. The outlook for most environmental trends is alarming and poses serious risks to economic prosperity, security, and quality of life in Europe.

Significant drop in greenhouse gases in 2024: -3% compared to the previous year, mainly due to the electricity generation sector. This sector accounts for an average of a quarter of national emissions and over the years has proven to be among the most efficient in terms of reducing climate-altering gases: these have decreased by 64% from 1990 to today.

The transport sector remains problematic, with emissions continuing to grow significantly and representing 28% of national emissions: over 90% of them derive from road transport and have increased by approximately 7% since 1990. The Italian vehicle fleet is still characterized by traditionally fueled vehicles (petrol and diesel) and over the years the number of vehicles has seen a significant expansion (over 50%). All other economic sectors have seen marked reductions in emissions, with the exception of waste management, which however contributes only 5% of the national total.

This is the picture that emerges from the first elaborations of Ispra relating to 2024, presented today in Rome as part of the conference “Decarbonization: building a zero-emission future” promoted by Ispra. The report Greenhouse gas emissions in Italy: reduction targets and emission scenarios is available online from today. It outlines the Italian emission framework from 1990 to 2023 and presents an analysis of the emission scenarios for 2030 and 2055 compared to the reference one (with current policies) and the scenario with additional policies envisaged by the National Integrated Energy and Climate Plan (PNIEC). A specific focus is dedicated to the emission reduction objectives, with particular reference to the Effort Sharing sectors and the role of the LULUCF sector in balancing emissions. Ispra’s task is to annually develop and publish the national inventory and every two years the greenhouse gas emission scenarios to transmit them to European and international bodies.

Ensure the quality of the measurements, the homogeneity of the procedures and the data produced. This is the objective of the technical comparison, organized by ISPRA in collaboration with Arpa Umbria, which starts in Terni on 23 January at the headquarters of the regional Agency. For two weeks the 21 mobile laboratories of the national SNPA system dedicated to the measurement of fine particles, ozone, nitrogen oxides and dioxides, benzene, metals, polycyclic aromatic hydrocarbons (PAHs) will be brought together.
ISPRA, as a National Reference Laboratory (pursuant to the Ministerial Decree of the Environment n° 67 of 02/04/2022), has the task of organizing and implementing reliability programs to which the institutions that manage the monitoring networks must participate pursuant to Annex I of Legislative Decree 155/2010. The objective of the intercomparison circuit - this is the technical term - is to achieve a harmonized improvement in the performance of air quality monitoring networks at a national level, in compliance with art. 17 and Annex I of Legislative Decree 155/2010 and subsequent amendments. and allow participants to improve the reliability of the measurement data they produce, comparing with the performances provided by the other participants and by the National Reference Laboratory, as well as to monitor the QA/QC procedures, defined by the Ministerial Decree 30/3/2017 to ensure the quality of the measurement results, and, if the circuit highlights instrumental or procedural deficiencies, to adopt the necessary corrective actions.

More than 200 indicators from the ISPRA environmental indicators database have been updated, the objective is to promote greater environmental awareness and involve the scientific community, in particular that of environmental statistics and information, in the crucial environmental issues of our time.

The database of environmental indicators, organized into 39 environmental themes, with over 300 indicators (ISPRA core set), is the most complete collection of statistical data and information on the state of the environment in Italy created and managed by the Institute for the Protection and Environmental Research (ISPRA) in collaboration with regional agencies and autonomous provinces within the National System for Environmental Protection (SNPA).

The indicators, classified under Environmental Themes, are structured in sheets containing descriptive information (metadata) such as, for example, the objectives to be achieved, the assessment of the state, the trend and data represented with graphs, tables and maps.

The latest edition of the ISPRA publication "Greenhouse gas emissions in Italy" is online. Reduction objectives for 2030".

The trend in greenhouse gas emissions is decreasing and, thanks to the growth in recent years of energy production from renewable sources (hydroelectric and wind) and the transition to the use of fuels with lower carbon content, in 2022 they will mark a - 21% since 1990.

Despite the positive trend, greenhouse gas emissions in Italy in the last two years continue to grow and reach a total of 413 million tonnes of CO2 equivalent in 2022 (+0.4% compared to 2021). The constant increase in the transport sector is decisive, over 90% of whose emissions come from road transport, which compared to the previous year marks a +5% and confirms a trend that knows no pauses and exceeds 7% since 1990, a value in contrast to those of all other economic sectors which on the contrary recorded marked reductions, with the exception of waste which represents approximately 5% of the national total.

The Air Quality Report - 2023 Edition, which describes the state and trend of air pollution in Italy, was presented on 15 March in Turin.

In 2023, the annual limit values ​​for atmospheric particulate matter PM10 were respected at all measurement points, as were those for PM2.5 (311 out of 312), with an average reduction for the latter of approximately 13% compared to the average of decade 2013-2022. The daily limit value for PM10 was also respected in 89% of the monitoring stations, with exceptions concentrated above all in the north-east area of ​​the Po basin (47 out of 63 exceedances), in the Vesuvius area and in the province of Frosinone.
The annual value of nitrogen dioxide is within the limits in almost all monitoring stations (98%), which in 2023 marks a reduction of 19% compared to the decade 2013-2022.
The exceedances occur in stations influenced by high road traffic flows: Turin, Milan, Brescia, Genoa, Bologna, Florence, Rome, Naples, Catania and Palermo.

"SNPA contributes to the pursuit of homogeneous levels of environmental protection throughout Italy. With 650 air quality monitoring stations it has one of the largest facilities in Europe and produces 25 million data per year” declared the President of ISPRA and SNPA, Stefano Laporta.

"The 2023 data outline an improvement compared to the recent past. But situations of non-compliance with the limit values ​​persist and we have fallen far behind the deadlines set by the EU directives" declared the ISPRA General Director, Maria Siclari.

The project represents a milestone in the field of atmospheric monitoring in Italy, as it promotes development actions based on real user needs, encouraging specific communication and information activities. Launched with the signing of the agreement between the European Center for Medium-Range Weather Forecasts (ECMWF) and ISPRA on 14 December 2022, the initiative aims to improve the performance of existing national models based on the products of the Copernicus Atmosphere Monitoring Service (Copernicus Atmosphere Monitoring Service – CAMS) provided by ECMWF Thanks to CAMS, it is possible to monitor in real time and predict the presence of pollutants in the atmosphere, thus helping to ensure a better understanding of the environment around us and to make informed decisions for our health and well-being.

On June 8, a Chinese delegation from the city of Chengdu took visited ISPRA. The delegation led by the Vice Mayor that included managers and officials of the Chengdu municipal administration and the Academy of Environmental Sciences discussed aspects related to drought, climate change and air quality with ISPRA experts. Chengdu city in the Sichuan province in southwest China is one of the most important economic centers in the country and has about 20 million inhabitants.
