Strategies for emergency planning and land use planning for SEVESO sites

Case studies and exchanges of bilateral experience Italy/Europe

The information and in-depth event "Emergency Planning and Land Use Planning Strategies for Seveso Sites - Case Studies and Bilateral Experience Exchanges between Italy and Europe", organized by ISPRA, together with the Ministry of the Environment and Energy Security (MASE) and in synergy with ARPA Sicilia, will be held from October 1 to 3, 2025.

The event will focus on areas with a high concentration of major-accident-hazards establishments (subject to "Seveso" directive), the related considerations in terms of domino effects and the impact on urban and regional land-use planning, as well as external emergency planning, including contextualizing the topics to real-world cases such as the Sicilian industrial hub of Augusta-Priolo-Melilli.

This is the primary purpose of the first multilateral event, planned as part of a collaboration agreement on Seveso activities signed by ISPRA and MASE, which will feature speakers representing local and national institutions from Italy, Belgium, Finland, and Sweden.

The scheduled sessions, moderated by senior experts from ISPRA, MASE, and ARPA, are intended for ISPRA staff (in particular, Seveso and IPPC-IED inspectors, as part of the ongoing training and refresher course scheduled for 2025) and SNPA, CNVVF, and INAIL staff involved in standardization, evaluation, and control activities, officials and managers from ministries and other bodies involved in national activities, trade associations of operators, and, in general, all stakeholders.

Methodological approaches to area risk assessment and case studies (Moderator: E. Floridi, MASE)

The regulatory context: the role of integrated area risk studies in the implementation of the Seveso III Directive. Analysis of the reference regulatory framework with focus on Annex E to Legislative Decree 105/2015 (Italian implementation of the Seveso directive). R Marrazzo (ISPRA)

Integrated risk assessment methodologies in areas with a high concentration of industrial plants. Tools and approaches to analyze integrated risk between multiple nearby plants.

Following the technical sessions of the first two days, round-table included, the third day featured a presentation of the activities of the industrial area managers and, subsequently, a technical tour of the refinery facilities, including the control room and fire prevention unit.

At the end of the event, the organizers extended heartfelt thanks and a “see you soon” to the numerous participants, both in person and remotely, emphasizing once again how loyal collaboration between managers and competent authorities, synergy, and the sharing of experiences and best practices among all stakeholders are essential to achieving shared goals of improvement and growth.
